Virginia cop is accused of shooting an 18-year-old black guy at a Walmart in Portsmouth. Police Officer Stephen Rankin is found guilty of first-degree murder while on the investigation of a suspected shoplifting at the Walmart. A police report says William Chapman was shot in the chest and face. Chapman was unarmed, so it is not clear if he was there to shoplift or not. Police are under the detail investigation of the incident.

Portsmouth's Interim Police Chief Dennis Mook says, 'First I would like to extend out my personal condolences to the entire Chapman family, I am confident that the Grand Jury impartially weighed all the evidence presented before rendering their final decision.'
