Only in Belarus people would witness citizens taking their president's metaphor as a literal interpretation.
If you just boarded into this fully-terrestrial European territory within the last 24 hours, and you've seen common people getting to work without their clothes on, do not get hysterical and never even freak out. They're just following orders sarcastically.
Just recently, Belarus' President Alexander Lukashenko declaimed in his speech in a summit held Minsk--Belarus' capital city--that in order to take out the country from endangered economic status, the society and its people in general must develop and work. But then, Lukashenko's figurative self urged him to spice up his wordings a bit; and instead, he formed a 'supposedly-inspiring' message that goes like: "undress and work up a sweat".
Of course, we can never blame the Belarus people for interpreting it as if they have to comply with their father's superior command. That's going to be a very liberated but an exciting move to get on the bandwagon and do professional things naked. Well, that's how they live their lives. I hope they've enjoyed having clothes off while doing the work.
