Bryce refuses to come out of the car and repeatedly asks if he is under arrest. The Officer finally tells him that he is under arrest, after which Bryce asks him the reason of his arrest.

Bryce obeys the officer to get on the ground. That's when the officer shoots him with the Taser.

The worse part is the electric stream of the Taser remained deployed for 20 seconds while the officers are trained to use it only for 5 seconds. 

The 17-year-old immediately lost his consciousness and because Runnels dropped him face-first on the ground, Bryce immediately got a cardiac arrest.

The teen went into a coma soon after that and now suffers from a brain damage. All of this because a police officer showed off his power on a non-threatening teen.

Timothy Runnels has been sentenced to four years for misusing his powers and nearly killing a teen.

The US Attorney Tammy Dickinson stated: "His use of excessive force violated both the public's trust and his oath to uphold the law. Police officers are not above the law and will be held accountable when they violate the civil rights of the citizens they are sworn to protect and serve."
