In winters, having cold hands and feet is just so common. It perhaps can be seen as a natural phase of the body. But, however if the weather is not cold nor the person is in cold environment, his feet or hands or any extremity should eventually not be cold. Interminable cold feet and hands may be an indication of underlying health matters or possible development of health issues.
